Our Shari’ah Governance
Emirates NBD ISLAMIC follows a robust Shari’ah governance mechanism to ensure that all our products and services are duly accredited and in line with Shari’ah principles.
We practice clear policies, procedures and controls that are approved by the Internal Shari’ah Supervision Committee and facilitate business activities in a manner that are always compliant with the Islamic Shari’ah.
Internal Shari’ah Supervision Committee
The Shari'ah governance process is managed through a three lines of defense approach with an Islamic window, an Internal Shari'ah control unit and Internal Shari'ah Audit unit. These units ensure Emirates NBD’s Internal Shari’ah Supervision Committee (“ISSC”) is the Bank’s main Shari’ah governance. The ISSC operates in accordance with the requirements of the CBUAE and undertakes supervision of all Shari'ah compliant businesses, activities, product and services. ISSC issues fatwas and resolutions that are binding upon Emirates NBD.
Dr. Mohamed Ali Elgari
Dr. Elgari holds the distinction of being a Former Professor of Islamic Economics at King Abdulaziz University, Jeddah, Saudi Arabia, and Former Director of the Center for Research in Islamic Economics, at the same university. He is an Expert at the Islamic Jurisprudence Academy of the OIC and the Islamic Jurisprudence Academy of the Islamic World League.
Prof. Dr. Mohammad Abdul Rahim Sultan Al Olama
Prof. Dr. Mohammad Abdul Rahim Sultan Al Olama is a professor of jurisprudence and its fundamentals at the College of Law at the United Arab Emirates University in Al Ain, in addition to being a certified expert in financial affairs concerning compliance with Islamic Shari’ah principles. Notably, he leads the Shari’ah committee at the Zakat Fund in the United Arab Emirates.
Dr. Salim Ali Al-Ali
Dr. Salim Ali Al-Ali is an assistant professor at the Department of Shari’ah and Islamic Studies at the College of Law at the United Arab Emirates University, where he teaches a spectrum of courses related to Islamic law and Islamic banking. He was educated in the United Kingdom, where he received his PhD in Financial Law from the University of London.
Dr. Muhammad Qaseem
Dr. Muhammad Qaseem is a well-known Shari’ah scholar and Islamic banking expert. He is the Chairman of the Shari’ah Board of Deutsche Bank Malaysia and Emaan Islamic Banking of Silk Bank Ltd. He is also a member of the ISSC of Dubai Islamic Bank, ENBD and some other institutions. Dr. Qaseem has also served as Shari’ah Board member of Central Bank of Pakistan, DFM, ADCB and many other Islamic banks.
Dr. Amin Fateh
Dr. Amin Fateh holds a bachelor’s and Master’s in honorable Hadith, and a PhD in Islamic studies. He has been part of the Islamic Banking industry ever since its early stages in 1988, initially contributing to the Shari’ah compliance function of Kuwait Finance House. Across the years he has work with many of the most prominent Shari’ah scholars in the field. For more than a decade he has lead Islamic Shari’ah advisory Minhaj.
Dr. Amin Fateh
Dr. Amin Fateh holds a bachelor’s and Master’s in honorable Hadith, and a PhD in Islamic studies. He has been part of the Islamic Banking industry ever since its early stages in 1988, initially contributing to the Shari’ah compliance function of Kuwait Finance House. Across the years he has work with many of the most prominent Shari’ah scholars in the field. For more than a decade he has lead Islamic Shari’ah advisory Minhaj. He is currently a member of a number of Shari’ah Boards and committees in UAE and across the world, including ENBD-Islamic, EIB and the AAOIFI Shari’ah Committee in UAE. He lectured in many universities and is a profound bilingual Islamic Finance trainer who has provided many Islamic Finance training courses across the world.
Dr. Muhammad Qaseem

Dr. Qaseem has taught in International Islamic University of Islamabad for more than 2 decades. He has contributed immensely to the growth and regulation of the Islamic banking industry in various capacities. He has also made valuable efforts for dissemination of Islamic banking knowledge through lectures, trainings, seminars, conferences and workshops. He has written numerous articles on Islamic banking issues and developed policies and manuals for Islamic banks.
Dr. Mohamed Ali Elgari

He has authored several books in Islamic finance and has published tens of articles on the subject, both in Arabic and English. Dr. Elgari is also a frequent speaker at conferences worldwide. He holds a PhD from the University of California.

Prof. Dr. Mohammad Abdul Rahim Sultan Al Olama has published books and articles on various jurisprudential topics, particularly Islamic banking in its contemporary form. He has also presented a series of research papers in various international forums and conferences related to this sector. He is a member of a number of Fatwa and Shari’ah supervisory boards for Islamic financial institutions and Takaful companies. These include Emirates Islamic Bank, Dubai Islamic Bank, Takaful House and Mawarid Finance Company.
Prof. Dr. Mohammad Abdul Rahim Sultan Al Olama holds a PhD in Comparative Islamic Jurisprudence from Umm Al-Qura University in Makkah Al-Mukarramah, in the Kingdom of Saudi Arabia.

He holds a Bachelor’s in Shari’ah (Jurisprudence and its Fundamentals) and a Master’s in Islamic Banking and Finance. Dr. Al-Ali was also a part-time lecturer for the LLM program at the BPP Law School, BPP University, based in London, where he lectured on a broad spectrum of jurisprudence matters, including Islamic, English, and comparative laws.
Apart from his academic experience, he is a member of the internal Shari’ah Supervisory Committee for a number of institutions offering Islamic financial services including Emirates NBD, HSBC, and Abu Dhabi First Bank. He participated in a number of international conferences on various issues pertaining to the law of Islamic finance, Islamic financial products, and the legal and regulatory aspects of developing Islamic financial markets, including those held by Harvard University and the University of Cambridge. He is an author of a book titled ‘Raising Capital on Sukuk Markets: Structural, Legal and Regulatory Issues’.
